The Tomorrow Center Website Redesign

The Tomorrow Center needed a website that could support a unique patient experience while meeting strict accessibility and privacy standards. Their site included advanced, HIPAA-compliant forms and interactive elements, but like many healthcare websites, it faced challenges in ensuring those features were fully accessible to all users.

Beyond compliance, the goal was to create a modern, welcoming digital experience that reflects the brand while improving usability for every visitor.

Accessibility requires more than automated tools

Healthcare organizations receiving federal funding, including Medicare and Medicaid, are required to comply with WCAG 2.1 AA accessibility standards under new HHS regulations. Organizations with 15 or more employees must meet these standards by May 11, 2026, while those with fewer than 15 employees have until May 10, 2027.

These requirements apply to all public-facing digital properties, including websites, mobile applications and patient portals. While many organizations rely on automated tools to prepare for compliance, these tools often only identify surface-level issues and miss deeper accessibility barriers that impact real users. The Tomorrow Center became an example of why true accessibility requires both automation and human testing, supported by intentional design choices.

Our Strategy

Full Media approached this project with a combination of accessible design, automated scanning and manual testing. Accessibility was built directly into the design process. Every visual and structural decision was made to support readability, usability and overall user experience.

Ultimately, our goals were to:
• Ensure alignment with WCAG 2.1 AA accessibility standards
• Maintain full HIPAA compliance, especially within complex forms
• Improve usability across all devices and assistive technologies
• Enhance the visual design while staying true to the brand
• Identify and resolve accessibility issues not detectable by automated tools

One Our Approach
Two Key Discovery
Three The Solution
Four The Results

Accessibility-First Design

We refined the visual design to better support accessibility without compromising brand identity. Key updates included adjusting brand colors to meet contrast standards. The original light blue (#CEE6F8) was updated to a darker, more accessible blue (#3F97F4). We avoided white text on light backgrounds and instead used darker text on lighter backgrounds to improve readability. We used clear typography, consistent spacing and strong visual hierarchy to guide users through the site. These changes created a design that feels clean and modern while significantly improving readability.

Improved Content & Visual Experience

We enhanced both usability and aesthetics by making content easier to navigate and more engaging. We added callouts to highlight different therapy services on both the main services page and individual service pages. We also introduced additional imagery throughout the site that aligns with page content and reinforces key services. We ensured all images include descriptive alt text, improving accessibility for screen readers and supporting SEO. These updates make it easier for users to explore services while creating a more visually engaging experience.

Stronger Calls to Action

To improve user flow and accessibility to key actions, we introduced clearer conversion points. We added “Contact Us” and “Request Therapy” calls to action in the sub-footer and made it easier for users to quickly access forms or submit inquiries from anywhere on the site. This improved overall usability and reduced friction in the user journey.

Automated Accessibility Scanning

We used accessibility tools to identify foundational compliance issues, including color contrast errors, missing or incomplete alt text, and structural and labeling inconsistencies. These fixes strengthened both accessibility and SEO.

Manual Keyboard Navigation Testing

Our team conducted full keyboard-only testing to ensure users could navigate the site without a mouse. If a user can tab through a site, it creates a strong foundation for screen reader accessibility. This step was critical in identifying real usability issues beyond automated scans.

Screen Reader Compatibility

We ensured all content and interactive elements could be properly interpreted by screen readers through proper labeling, structure and alt text.

Form Accessibility Review

A major focus of this project was The Tomorrow Center’s advanced enrollment forms. These forms are essential to the user experience and required a careful balance between functionality, security and accessibility.

Key Discovery

Through manual testing, we identified critical accessibility gaps within the form experience.

While the forms were robust and HIPAA compliant, they were not fully accessible:

• Document upload fields could not be accessed using a keyboard

• Signature functionality was not compatible with screen readers

• Certain interactions required a mouse

These issues were not identified through automated tools but created real barriers for users.

The Solution

Our team rebuilt and optimized the form experience while maintaining full HIPAA compliance.

Key improvements included:

  • Fully keyboard-accessible form navigation
  • Screen reader-compatible inputs and labeling
  • Accessible document upload functionality
  • Improved usability for complex, multi-step forms

The Results

The Tomorrow Center now has a website that successfully balances accessibility, functionality and design.

  • Alignment with WCAG 2.1 AA accessibility standards
  • Fully accessible, HIPAA-compliant form experience
  • Improved usability for keyboard and screen reader users
  • Enhanced visual design aligned with brand identity
  • Improved navigation and engagement through stronger CTAs and service callouts
  • Better SEO performance through structured content and alt text

Keys to Success

The main factors in this project’s success were:

  • Design decisions rooted in accessibility: From color updates to text contrast, small visual changes made a major impact on usability.
  • A process that goes beyond automation: Manual testing uncovered critical issues that tools alone could not detect.
  • Improved user experience at every level: Clear navigation, better CTAs and structured content made the site easier to use for all visitors.
  • Balancing aesthetics with functionality: The site is not only compliant, but visually engaging and aligned with The Tomorrow Center’s brand.

Why This Matters

A website can look great and pass an automated scan, yet still create barriers for users. This project reinforces a key principle:

Accessibility, design and functionality must work together.

Full Media’s approach ensures every site is not only compliant, but truly usable and built to support real user needs.
